Fred Matiangi, a former interior cabinet secretary, filed a petition with the High Court asking for anticipatory bail due to an alleged impending arrest.
In his plea, Matiang’i claims that President William Ruto’s administration is conducting a political witch hunt because of the Monday night raid on his Karen house.
No such raid took place, according to Inspector-General of Police Japheth Kooome.
Dr. Matiang’i claims that unnamed sources have told him that the Ethics and Anti-Corruption Commission (EACC) will arrest him and prosecute him with abuse of authority.
I got reliable information from a confidential source that the Ethics and Anti-Corruption Commission had also been given the go-ahead between February 6 and February 9, 2023, to begin a criminal case against me and bring fabricated charges of abuse of office, said Matiang’i.

Dr. Matiang’i claims that notwithstanding the sensitive nature of the applicant’s previous position as cabinet secretary, the second respondent, Inspector General of Police Japheth Koome, “has already displayed malicious intent and an obvious contempt for the rule of law by abusing due process.”
He claims that the timing of the raid and the allegedly impending arrest is intended to prevent him from going to his old coworker’s burial.
“The applicant is aware that things grew worse for him after he delivered a lecture at the residence of the late Prof. Magoha in which he discussed the lessons he had learnt about public service from the deceased. His protection was taken away the following day, and his upcoming arrest is a part of a plan to harass and silence him permanently, according to a portion of Matiangi’s application, which was submitted by attorney Danstan Omari.
In his affidavit of support, Matiang’i affirms that he never had any unsolved audit questions while serving as a cabinet secretary.
He asserts that he has never been detained or accused of a crime in connection with the performance of his duties in the numerous dockets he oversaw.
Matiang’i claims that this is being done for covert political reasons based on false accusations.
He claims that on January 30, 2023, outside of the 16th Annual General Meeting of the Africa Prosecutors’ Association (APA), which was held in Mombasa, the plan to arrest him was discussed and devised.
According to Matiang’i, the police gave up on the plan when the journalists arrived.
